Would it be correct to say the double-hash acts as a type of two-signature verification between partners — for instance one partner is the miner and the other partner could be the Chinese government who wishes to suppress certain types of information (like child violence)? Thus the miner would not get to push their block unless governmental requirements are met for not putting illegal transactions onto the blockchain?
